Concretely: Search Console property verification, sitemap submission readiness, core LocalBusiness / service-oriented schema where it fits, and analytics so you can see whether traffic and form fills are real. It does not include a 25–75 citation blitz, weekly content factory, or paid ads management. Those are separate scoped engagements if you need them later.
Page count up to 35 is a ceiling for this SKU, not a mandate to invent thin pages. Better a tight 18–25 page site that matches how you actually sell than 35 hollow city clones. During intake we map services and areas to pages that earn their keep — homepage, primary services, key service areas, gallery or project proof, FAQ, about, contact, and supporting conversion pages as needed.
If your market truly needs dozens of city × service combinations on day one, say so early.
